I don't think that poses a risk for Americans just because two citizens infected with the decease have been SAFELY transported by competent people. Also, Ebola is contagious by body liquids, not by air, so it's not like you'll get it just for speaking with someone infected.

And sadly we're not looking inside everyone's car when we walk through a parking lot so I guess these situations are really hard to spot sometimes, unless the baby is crying or something like that.

If I see that the baby is having troubles to breath, I'd surely break the window even before calling the police, but else I'll just call and wait. Perhaps try to interact with the baby and go in the supermarket(if I'm in one) and ask the people to call for the parents on the microphone.

I think they feel like these "bad cops" are stealing their image and making them look bad, while in reality they're a minority? I don't really know as I'm not a cop myself, but it can only be something like that.

If you want a big dog, German Shepherd or Labrador are perfect. If you want a small home dog, go for a yorkshire terrier. I have one and they're lovely, and VERY patient, I must say.
