It really depends. There are many, many cops who are there to do the right thing, and to actually help people. But unfortunately, there are also many who abuse their power and do unjust things, and it seems that those are the ones we actually hear about.

I wouldn't say you did the wrong thing. Personally, I wouldn't have moved my car up at all and would've called the police immediately if there was any dispute about the damage. Other than that, in my opinion, you absolutely did the right thing.

Hey not a cop, but if he had the keys in the ignition, whether or not the car is running or not, he can be arrested for drunk driving. Maybe he had the air or heat on, or the radio playing.
