    I think he meant child as a general term. Not specifically someone under 13 years old. I'm guessing he meant up to around 16 or so. Although, thinking about it.     I honestly believe it should now be a criminal offence to leave your child in the car regardless of the weather. It's extraordinarily unsafe! Not only do you not know what your child may do but who knows if you forgot to lock the car and someone could kidnap your child? This activity needs to stop!

    While I completely agree with you, they have to chase/continue to chase the criminal as there's a high chance he could get away or even hide his car from the view of the helicopter. Also, the helicopter is an expensive option... even though endangering lives is also, if not more, expensive...

    Indeed. Perhaps another branch of police could be started in which their sole purpose is to deal with internet related crimes? I think if they received the right training then this would really help out with cyber crimes.

    No, they can be arrested depending how the severity of the crime. It's not as easy as that for them, luckily.

    That's actually a good point. If you get caught once for committing a small crime and your bribe is successful, there is a chance that if the same police officer saw you he might tell you to pay him some more or else he'll arrest you. Very messy stuff.
