Yes, I read this, too... that the statement about killing people was because he was former military and he wasn't talking about after becoming an officer. But I can't see that it makes a difference because... well, like you said, @Profit5500 , it makes no sense to think it would be a good idea...
I just read a report about this and it was a whole lot more than saying people should kill each other, too. He bashed groups and people that you just don't bash in public when you're in a position of authority or semi-authority.

I think that if there's a high possibility of the person who's running hurting other drivers or pedestrians, chases are often called off. (That goes for high speed chases when they get dangerous as well.)

Yes, I agree... but I think they need to realize that the answers may do a lot more damage than they would do good. They're probably thinking of their "dear little boy" who would never do anything like he was accused of... but to actually see him doing it would be so psychologically damaging...

Most (if not all) of this conversation has been about (1) buying beer for minors which is obviously illegal, and (2) a statement that drinking "won't kill you." I didn't see anything about what the drinking age should be, or lowering it, etc.
