I step on the grass when there's a sign saying don't step on the grass. Sometimes I'll speed if I'm in a hurry or jaywalk. You gotta rebel sometime in your life. Please don't report me :) .
The crime should be treated as if it was any other adult. A elderly person can buy a gun like any other adult. If the elderly person is too incapacitated to protect themselves, then a harsher sentence is needed.
One in a million might abuse their power to do an evil act. In the west, this would never happen and if it did, it would spread like wildfire over the internet.
It may be to not scare the average citizen. It doesn't make sense for police officers to not carry guns since most criminals will be armed. Different cultures for different folks.
The death penalty should never be an option. There isn't a 100% way of finding some guilty of a crime. Beyond reasonable doubt means they most likely did the crime but there is still that small sliver of doubt.
