As debate over excessive force by law enforcement continues to roil U.S. cities, Mayor Rahm Emanuel said on Tuesday, threats against police officers by Chicago gang members angry about the police shooting of an unarmed black teen last month were "unacceptable." In response to the fatal shooting of 18-year-old Paul O'Neal on July 28, on Monday, the Chicago Sun-Times reported that the Chicago Police Department had warned officers that leaders of three gangs had met and plotted to shoot police.
