I don't know what I could be doing wrong

I'm 23 and have graduated from a university in PA with a BA in Criminal Justice and a minor in sociology. I have a high GPA, no criminal, no driving, minor pot usage over three years ago. I'm in really good shape and I have completed an internship at a major municiple agency. One place turned me down before ever talking with me, the second place gave me a 15 minute interview and then mailed me a rejection letter and the last agency went to the last phase but I was not hired. What else are they looking for? I'm starting to get frustrated. I don't know what I could be doing wrong and is it normal to go through this many applications?
