Insurance?

In the past I was rear ended and I did not get the other person information, because we did not see any damage. Later when I was getting other repair done, it was noticed that the rear bumper was actually cracked underneath. Apparently, it is wise to get information no matter what. My question is: should an office been present even if no damage was noticeable and no one hurt? Don't know if the second question could be answered by a cop (probably an insurance agency question): If in a few months, I have the other person's information and then notice damage can I file follow through with filing an insurance claim with their information. Or has too much time passed to prove it was the other person's fault?
