Unless they specifically announce that the speed limit is lower when it's raining I have a hard time seeing how they could fine somebody for driving within the designated speed limit. I guess they could put two signs, one for the speed limit for dry conditions and one for when it's raining.

I am very much in favor of this. Having camera film the cops' actions solves a lot of issues, both for the cops themselves and for the regular people. It should moderate both the cops' and the public's behavior because they all know whatever it is that they're doing is on camera.

I am wondering, are police academies doing a good job training future cops? We can see a lot of news in the media about cops losing their nerves when dealing with routine stuff like traffic stops. Are they well trained enough? Is the selection process thorough enough?

The police forces in some countries, like the UK, don't even carry weapons. In the US however, the police forces seem to be very militarized in the way they are trained and equipped. Are the police forces in the US too militarized, or am I just imagining things?:D
