Felony Withhold of Adjudication

Would someone with a felony withhold of adjudication disqualify a person from the law enforcement application process? If so, is it possible that after a few years they could be reconsidered? I know a guy who is well qualified by many standards, except his background.

I am no expert, but I would say a felony, really any felony is going to keep him from being an officer. The bad thing about a felony is that it remains on your record forever, unless you can get it expunged. It is too bad small mars on your record can hurt you so much. I had a serious misdemeanor drug charge (only a $500 fine, no jail) that happened in 2002, and it still hurts me when I look for a job.
