How do you decide which driver that is speeding gets a ticket? If everybody is going ten miles over the limit when you're parked on the side of the highway with the radar how do you determine who gets the ticket? Do you make your decision based on traffic conditions, weather? If the driver is changing lanes instead of keeping with the flow of traffic will you stop him?
