Police arrested Ronald Lee Haskell, 33, of Logan, Utah after he surrendered following a very intense hostage negotiations.
Authorities have charged Haskell with multiple counts of capital murder in the killings Wednesday night in Spring, Texas.
Haskell is also accused of critically wounding a 15-year-old girl in the shooting incident.
"I have not personally in 40 years seen a tragedy in one family that is this horrific," Harris County Precinct Four Constable Ron Hickman said.
Police say the gunman forced his way into his sister-in-law's home. Haskell held the kids at gunpoint, while he waited for the parents to come home.
Police say the suspect demanded to know the location of his estranged wife.
When the parents, Katie and Stephen Stay arrived home, Haskell opened fire on the family.
"Haskell gathered up the children that were here and awaited the arrival of the parents," Hickman told reporters. "Some time later the victims were shot in the residence."

The 15-year-old girl who was critically wounded called police telling them the shooter was en route to kill other family members.
A police source said the grandparents were also targets. They were notified of the situation and taken out of the house.
"She was able to provide us the name of the person who shot them, where he was going next," Hickman said.
The suspect was spotted by police as he was driving his car. The alleged gunman pulled into a dead-end street, eventually giving himself up after a three hour stand-off.
"He was in the car for over 3 hours. He was worn down like the rest of us," Hickman said.
The victims were Katie, 33, and Stephen Stay, 39, the children, two boys ages 4 and 14, plus two girls ages 7 and 9.
The lone survivor is in "very critical condition" at Memorial Hermann Hospital in Houston late Wednesday night.
"I don't think any of us will ever be able to see that house the same again," said Viri Palacios, who lives across the street. "I just want the word to get out they were a really, really good family."
