Police Radios

How do police radios work now? I know one of the issues that were dealt with in the past was clear signals. Sometimes it could be difficult to understand what someone else was saying. Are the radios now digital? Do they still have that radio tone quality or are they easier to understand. I have listened to scanners online but I am thinking those are cleaned up. I could be wrong about that though. Anyone have any insight here?

I'm not entirely sure how they work but I have seen various websites selling receivers capable of listening in on police's conversations, which is a huge problem IMO. They probably need better encryption to prevent criminals from being able to know what the police is doing.
