Policy Changes?

Have the events in Baltimore and other cities lead to any policy changes at this point? The issues of how a black man is treated in police custody verses s white man have been going on for quite some time now in many different cities. Are the police departments making any changes?

Rumors have been going round that in the wake of all the protests against what was perceived to be discrimination against blacks [by cops], a number of police departments promised reforms. But nothing happens overnight. It will take a really long time to root out the problem [racism] because it has been alive for hundreds of years.
