Sensitivity training

Do the police overall believe "sensitivity training" to be a politically-correct bunch of crap, or do they think it is somehow necessary?

I think it actually depends on the individual himself... Probably most if not all of the police academy have some form of sensitivity training but it's up to the cops to apply them. Personally I think this would be a great asset if you can master this skill as it can help a cop deescalate or calibrate what sort of action he needs to do most situation with out resorting to violence.
