Pelham police pursuit ends in crash dash cam video. Man was arrested wednesday morning following a police chase that ended in a crash on Mammoth Road and Castle Hill. In a press release, police said a white sedan driven by Justin Soeum, 22, was speeding down Route 38, partially in the breakdown lane, about 3:39 a.m. Officer Adam Thistle was monitoring traffic and followed the sedan, which began to swerve in the travel lane, police said.
