What diristriction does a Police Officer have on a highway?

As some of you may know, recently in Minnesota on the 26th there was about 150 accidents on the highway I-94, two of them I witnessed happen right infront of me whilst driving home. I was very confused because I noticed alot of State Troopers, but I rarely saw any of the actual Police Department... (Rogers)

This doesn't make sense to me, I guess because it is a highway the police cannot interfere, as it is a national thing I only think the state has diristriction to make an arrest or pull-over somebody. But I have seen police pull over people on the highways that are Rogers and I am not sure what the deal is with that?

So I am wondering, what diristriction does a Police Officer have on a highway, and if not is it only for the State Police?

Diristriction - Ability to make arrests, pull-over, etc. in that area.
