If I was driving down the highway and I witness someone driving at high speed, switching lanes without a turn signal and tailgating. If I videotape them with my cellphone and then give the video to a cop, can the police use it as evidence?
In my state, and I would assume most, if not all states the police officer has to witness that. The police can not issue a citation for something that they did not witness.
